Keon Johnson led Portland (27-52) with 18 points and Ben McLemore and Greg Brown III each scored 17 for Portland, which has lost eight straight.
Portland controlled the game at 82-67 entering the fourth quarter before their collapse took place.
The Thunder made eight of their first 11 shots in the final quarter. Portland's Brown was called for a Flagrant 1 with 5:29 left in the fourth, and Oliver Sarr made both free throws to cut Portland's lead to 92-88. Roby's stepback 3-pointer cut Portland's lead to 92-91, then Zavier Simpson's reverse layup put the Thunder ahead for good.
The Blazers were outscored 31-12 in the final period and are now 2-18 since the All Star break.
