Drew Eubanks led Portland (27-53) with 20 points and Reggie Perry finished with 15 points on 7-of-10 shooting.
The Pelicans pulled-down 23 offensive rebounds leading to a 33-7 edge in second chance points.
Miscues continued to prove costly for the Blazers as they committed 22 turnovers leading to 36 points for the Pelicans.
With one more loss, the Blazers will secure the sixth spot in the NBA Draft Lottery standings giving them a 37.2% chance at a top four pick and a 9.0% chance at the number one overall pick.
