The loss spoiled a spectacular night by Jerami Grant. He scored a game-high 34 points and connected on a career-best eight three-pointers.
Scoot Henderson had a solid night. He finished with 15 points and six assists on 7-of-9 shooting.
The Pelicans used a 13-0 run to take a 97-91 lead with 5:52 remaining, but the Blazers countered with a 12-4 run capped off with a Simons bucket to regain the advantage at 103-101.
Ingram scored the final four-points of the game to get New Orleans the win.
Portland (0-2) committed 20 turnovers leading to 20 points for New Orleans.
