Clingan got off to a hot start with 14 points in the first quarter on 3-of-4 shooting from three-point range.
Portland (16-20) connected on 19-of-45 from beyond-the-arc.
The Trail Blazers built a 15-point lead in the second quarter but the Spurs responded with a 15-1 run. Portland led by four at halftime.
Portland took control of the game with a 19-6 run at the end of the third quarter and beginning of the fourth.
San Antonio (25-10) used a 30-18 fourth quarter run to cut Portland's lead to just one. Avdija would respond with a three-pointer with 49.6 seconds remaining to end the Spurs threat.
Once again, free throws were an issue for the Trail Blazers. Portland connected on just 16-of-27 from the line and made just 4-of-10 in the fourth quarter.
With the win, the Trail Blazers improved to 4-1 in their last five games and finished up their three-game road trip at 2-1.
